TO STAY MORE 90 DAYS

Is it correct if we want to stay longer than 90 days we have to deposit 30,000 Euros each in a Cypriot bank and leave it there for 3yrs. If this is correct and we want to leave after a year will we get our full 30,000 Euros each deposit back.
