Dogs weeing

Is it normal for someone top think that they can tell you off if your dog does a wee in a bush in a public area? I have just had this experience today and said to the person did they expect me to pick the wee up? I understand if it is the 'other' (plastic bag always with me to scoop up) but really ....... other than tie a knot in my poor boy's 'thing' I fail to see what I can do to stop this. However for the record I will walk a different route from now on.
