Maintenance on Bank account

Is there anyway round not paying ridiculous maintenance fees and low activity fees taken from bank of Cyprus account.
If we close account there is a fee of £200 and we have been told we must pay every month or will be charged for privilege most unfair since we have not been out in over a year and they have taken over €500.
Is there any rebate for not using services like council tax etc
